{"id":10087,"date":"2021-05-27T00:25:17","date_gmt":"2021-05-27T00:25:17","guid":{"rendered":"http:\/\/cryptospotters.net\/?p=10087"},"modified":"2021-05-27T00:25:17","modified_gmt":"2021-05-27T00:25:17","slug":"obama-says-institutional-constraints-kept-him-from-talking-about-certain-killings-while-president","status":"publish","type":"post","link":"http:\/\/cryptospotters.net\/?p=10087","title":{"rendered":"Obama says \u2018institutional constraints\u2019 kept him from talking about certain killings while president"},"content":{"rendered":"<p>Source: Politics<\/p>\n<p>Former President Barack Obama on Wednesday said that while he was \u201cwildly enthusiastic\u201d about the resurgence of activism during his presidency, he often felt limited by \u201cinstitutional constraints\u201d that kept him from commenting on federal investigations into certain killings, including of the Black teenagers Trayvon Martin and Michael Brown.<\/p>\n<p>Obama said that unlike former President Donald Trump, he followed the notion that the Justice Department was independent.<\/p>\n<p>\u201cI did not in any way want to endanger their capacity to go in, investigate and potentially charge perpetrators, which meant that I could not come down or appear to come down decisively in terms of guilt or innocence,\u201d Obama said in a virtual gathering with the My Brother\u2019s Keeper Leadership Forum, where he discussed a year of activism following the murder of George Floyd in May 2020.<\/p>\n<p>The Obama presidency saw many instances of civil unrest stemming from shootings of Black people, including by law enforcement. After a not-guilty verdict was delivered in 2013 for George Zimmerman, the Florida neighborhood watch volunteer who killed 17-year-old Martin in 2012, Obama got personal with reporters. <\/p>\n<p>\u201cThis could have been my son,\u201d he said in extensive and personal comments about the dangers young Black men in particular face. \u201cTrayvon Martin could have been me 35 years ago.\u201d<\/p>\n<p>The administration took action through an executive order in 2014, when Obama established the President\u2019s Task Force on 21st Century Policing after the fatal shooting of Brown, 18, in Ferguson, Mo.<\/p>\n<p>Obama said he was proud of how his administration reshaped the Justice Department\u2019s approach to these problems, but added that he found it difficult to convert \u201cpassion and concern\u201d into political action, not only at the federal level but also at the state and local levels, where many criminal justice and policing decisions are made.<\/p>\n<p>\u201cBecause keep in mind, in 2012 I won. But I didn\u2019t win congressmen, and we didn\u2019t win a bunch of governorships back. We didn\u2019t win a bunch of state legislators back,\u201d Obama said. \u201cAnd so, all the reform initiatives that we were coming up with, and the ideas that had been generated, we weren\u2019t able to translate into as bold a set of initiatives as I would have wanted.\u201d<\/p>\n<p>Another member of Wednesday\u2019s panel, Mayor Ras Baraka of Newark, N.J., talked about his city\u2019s yearslong progress toward police reform. In 2020, it was reported that officers in Newark didn\u2019t fire a single shot.<\/p>\n<p>A 2014 Justice Department report on Newark\u2019s police department revealed a pattern of unconstitutional stops, arrests and use of force, with most of these violations targeting Black people. In 2016, shortly after Baraka took office, the city agreed to a settlement and a series of reforms with a five-year deadline. <\/p>\n<p>The department has since implemented anti-bias training, revamped its use-of-force policies, stepped up its investigations into excessive force and worked on community relations. Baraka also said the police department\u2019s makeup is now more reflective of the community it protects.<\/p>\n<p>Obama asked the mayor about how he balances his work to reimagine policing in Newark, while also addressing concerns from constituents about violence prevention.
