Kathy Hochul saying a budget is all but done.<br \/>\n Republicans aren\u2019t happy with the budget deal.<br \/>\n A City Council hearing on how Black migrants are faring in the city drew 1,200 people.<br \/>\n Earth Day is coming. So too are the bills to commemorate it. <\/p>\n<p><span>DAYS THE BUDGET IS LATE: <\/span>16<\/p>\n<p>NEGOTIATIONS CONTINUE: Gov. Kathy Hochul issued a triumphant call that she and the Legislature have \u201cthe parameters of a conceptual agreement\u201d on Monday night.<\/p>\n<p>The announcement featured a carefully-prepared presentation and speech, with pre-drafted tweets, infographics and a \u201cFY2025 Budget Checklist\u201d with 38 fiscal and legislative priorities across 9 categories.<\/p>\n<p>And overlaying that checklist \u2014 where each priority neatly ticked off \u2014 was a large red stamp labeled \u201cDONE.\u201d<\/p>\n<p>\u201cI have explained what I feel there&#8217;s agreement on,\u201d Hochul said.<\/p>\n<p>But lawmakers disagreed that those major categories celebrated as \u201cdone\u201d by the governor yesterday \u2014 like health care, housing, education and crime \u2014 are settled.<\/p>\n<p>Did the governor jump the gun? \u201cThat\u2019s a question you\u2019d have to ask her. The pencils weren\u2019t fully down,\u201d Assembly Speaker Carl Heastie told reporters hours ago.<\/p>\n<p>\u201cConceptually we probably were close to a lot of things\u2026 we were still in the conferencing stage with members on certain issues that may not have been the period put on the sentence.\u201d<\/p>\n<p>The budget is still fluid. Friday news of a <a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/04\/hochul-announces-broad-parameters-of-housing-deal-as-talks-continue-on-details-00152386\" target=\"_blank\" rel=\"noopener\">potential housing deal<\/a> said Good Cause eviction protections would be capped at units below 200 percent of fair market rate, among other carve outs. But Heastie said this afternoon that number hasn\u2019t been decided and could be different.<\/p>\n<p>\u201cConversations [on housing] are still happening,\u201d state Sen. Julia Salazar, a Brooklyn Democrat, told POLITICO.<\/p>\n<p>And lawmakers said Hochul\u2019s plan to eliminate most of the fiscal intermediaries that handle billing, payroll and other administrative tasks for Medicaid\u2019s Consumer Directed Personal Assistance Program is still being worked out.<\/p>\n<p>\u201cIt\u2019s an ongoing discussion,\u201d state Sen. Roxanne Persaud, a Brooklyn Democrat and head of the Social Services Committee, said.<\/p>\n<p>Assemblymember Pat Fahy, chair of the Higher Education committee, said this morning she still hasn\u2019t seen finalized numbers on what spending for CUNY and SUNY will look like.<\/p>\n<p>And legal cannabis champion Majority Leader Crystal Peoples-Stokes also said there are still discussions on how illicit cannabis shops will be handled, though Heastie said that matter is \u201cpretty much closed.\u201d<\/p>\n<p>And even while presenting her \u201cconceptual agreement\u201d Monday, the governor said issues like the mayoral control of city schools and pensions for public employees still need to be decided.<\/p>\n<p>Lawmakers today agreed, saying those issues too are undecided as the sides hope to pass budget bills this week. But any predictions on when?<\/p>\n<p>\u201cI want people to know there will be a budget this year,\u201d Peoples-Stokes said. \u201cI promise you.\u201d \u2014 Jason Beeferman<\/p>\n<p>ART OF THE DEAL: You\u2019ll never guess who doesn\u2019t like the housing deal? Republicans.<\/p>\n<p>At a news conference this morning, the Good Cause eviction measure to provide greater protections for tenants was the biggest component that Republicans complained about.<\/p>\n<p>They believe that the measure would not do anything to address the affordability crisis in the state.<\/p>\n<p>\u201cFor anyone who had hoped there would be a solution to the affordability housing crisis, this isn\u2019t it,\u201d state Sen. Jack Martins, a Long Island Republican, said. \u201cAnd there&#8217;s nothing in this proposal that will provide a single unit of affordable housing in the short term. Everything here is long term.\u201d<\/p>\n<p>Despite what the Republicans labeled as a shortfall of the governor\u2019s budget, however, they are happy that Hochul has \u201ctaken a page\u201d out of the Republicans\u2019 playbook.<\/p>\n<p>\u201cWe have been talking about crime and affordability for years now,\u201d state Sen. Pamela Helming, a Rochester Republican and a member of the Housing Committee, said. \u201cIf we&#8217;re going to get people to remain here to live in this state, we have to address crime, we have to address affordability. How do we get there? (<a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/04\/energy-environment-whats-in-whats-out-of-the-state-budget-so-far-00152506\" target=\"_blank\" rel=\"noopener\">POLTICO Pro<\/a>)<\/p>\n<p>MIGRANT RESPONSE: An estimated <a href=\"https:\/\/twitter.com\/arya_sundaram\/status\/1780230169279545687\" target=\"_blank\" rel=\"noopener\">1,200 people<\/a> flocked to a City Council oversight hearing on the experiences of Black migrants who have recently arrived in New York City.<\/p>\n<p>Council members and community-based organization leaders criticized a persistent gap in language access for new arrivals from West African and East African countries who need temporary shelter and legal assistance. Small grassroots groups said they are struggling to access city funding for work they are already performing to assist those communities.<\/p>\n<p>\u201cWe need to scale up and meet the moment, and there&#8217;s a particular community that is slipping through the cracks,\u201d Council member Alexa Avil\u00e9s, chair of the immigration committee, said during the hearing. \u201cWhat we see here is disparate treatment.\u201d<\/p>\n<p>Sixteen percent of migrants in the city\u2019s care are from African countries, the vast majority of whom are single adults or adult families, according to Molly Schaefer, interim executive director of the Mayor\u2019s Office for Asylum Seeker Operations. Most are from Senegal and Mauritania, but there are migrants from 45 different African countries in the shelter system, Schaefer added.<\/p>\n<p>The Mayor\u2019s Office of Immigrant Affairs has expanded its language access team from three to 20 staffers to advise and support other mayoral agencies, but the city largely relies on contractors to provide interpretation and translation services.<\/p>\n<p>Another target of criticism was the city\u2019s faith-based sheltering program, which has just six shelters up and running, according to Schaefer. Meanwhile, mosques have grown crowded with migrants who <a href=\"https:\/\/www.politico.com\/newsletters\/new-york-playbook\/2023\/10\/25\/exclusive-just-20-percent-of-migrants-return-to-city-care-00123406\" target=\"_blank\" rel=\"noopener\">received 30- or 60-day notices<\/a> to vacate New York City shelters.<\/p>\n<p>\u201cIt has been slow going because we need to make sure everybody who\u2019s in these nontraditional spaces is safe, and that has a high regulatory burden,\u201d Schaefer testified.<\/p>\n<p>Ahead of the hearing, the Council announced the members of its New Arrivals Strategy Team advisory board, an initiative first unveiled in Speaker Adrienne Adams\u2019 State of the City address in an effort to improve the city\u2019s response to the latest wave of migration.<\/p>\n<p>Mayor Eric Adams expressed support for the Council\u2019s contributions during an off-topic press conference Tuesday while defending his administration\u2019s handling of services for new arrivals. \u2014 Maya Kaufman<\/p>\n<p>STAY FOCUSED, NO DISTRACTIONS\u2026: Tenant protesters stormed the stage during Mayor Eric Adams\u2019 speech to the Association for a Better New York group this morning \u2014 which the mayor said just proved he needed more support from the well-heeled attendees of the business group breakfast.<\/p>\n<p>About four people \u2014 from the group Planet Over Profit, <a href=\"https:\/\/www.nytimes.com\/2024\/04\/16\/nyregion\/protesters-mayor-adams-speech.html\" target=\"_blank\" rel=\"noopener\">The New York Times reported<\/a> \u2014 were quickly escorted off stage after chanting and holding a banner.<\/p>\n<p>\u201cI should have paid them to do this, because then it would reinforce my position. There were eight of them. There are 3, 4, 500 of us,\u201d Adams said to the crowd at an Upper East Side venue. \u201cWe&#8217;ve allowed the numerical minority who are the loudest to hijack the narrative of who we are.\u201d<\/p>\n<p>Adams\u2019 team placed a two-page list of \u201cNew York City\u2019s accomplishments\u201d on each seat, and he said that the room was \u201cfilled with influencers\u201d who need to be more optimistic about the city.<\/p>\n<p>\u201cYou have defined your beautiful city through the problem not the progress,\u201d he said.<\/p>\n<p>Later, Adams denied that the protesters coming on stage was a security breach. His team knows there\u2019s one thing the mayor can do, he said: \u201cThe mayor can handle himself.\u201d \u2014 Jeff Coltin<\/p>\n<p>STEIN VISITS ALBANY: Green Party presidential candidate Jill Stein stopped by the Capitol this morning to launch her New York campaign and bemoan \u201c<a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/04\/voting-has-gotten-easier-in-new-york-but-getting-on-the-ballot-hasnt-00150803?source=email\" target=\"_blank\" rel=\"noopener\">the most restrictive<\/a> ballot access requirements in the country.\u201d<\/p>\n<p>Stein will need to collect at least 45,000 signatures over the next six weeks to secure a ballot spot \u2014 and much more than that, due to the likelihood that many will be rejected.<\/p>\n<p>A key question for her campaign will be whether she can receive enough votes to return the Greens to automatic ballot status in New York. That total will likely be nearly 200,000 under rules pushed through by ex-Gov. Andrew Cuomo in 2019.<\/p>\n<p>Does Stein see a path toward receiving that many votes?<\/p>\n<p>\u201cAbsolutely,\u201d she said. <\/p>\n<p>\u201cI see a pathway to the White House, in fact. Because we have three candidates on the ballot who will be splitting the pro-genocide vote \u2026 It\u2019s possible to win a four-way vote with as little as 26 percent and then receive the full cohort of the Electoral College votes. It\u2019s a black swan event, but we are in a black swan moment right now.\u201d \u2014 Bill Mahoney<\/p>\n<p>EARTH DAY PRESSURE: Environmental advocates, frustrated with the lack of movement on priorities including the NY HEAT Act in the budget, gathered at the Capitol to <a href=\"https:\/\/docs.google.com\/document\/d\/1WhFPrTX8_M4FtXnHGAPiGroeg455bD9Y\/edit\" target=\"_blank\" rel=\"noopener\">lay out their Earth Day wishlist<\/a>. <\/p>\n<p>Lawmakers are expected to leave town for two weeks after this week (assuming the budget is done), so it\u2019s likely to be a belated exercise.<\/p>\n<p>\u201cWe have fewer days to achieve the Earth Day agenda, but we\u2019re undaunted,\u201d said Citizens Campaign for the Environment\u2019s Adrienne Esposito.<\/p>\n<p>\u201cThese bills are necessities, not luxuries.\u201d <\/p>\n<p>Among the priorities listed is the packaging reduction measure, also known as extended producer responsibility, and modifications to the state\u2019s bottle deposit law. There\u2019s also bills targeting PFAS in various products.<\/p>\n<p>The budget deal is set to <a href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/04\/energy-environment-whats-in-whats-out-of-the-state-budget-so-far-00152506\" target=\"_blank\" rel=\"noopener\">include some wins for environmental groups<\/a>, including $500 million for clean water infrastructure and a $400 million Environmental Protection Fund, with a \u201craid\u201d to pay for staff costs proposed by Hochul left out. <\/p>\n<p>But some issues are still not finalized, including the details of transmission siting. <\/p>\n<p>&#8220;There are still a heck of a lot of details still to be worked out,\u201d said state Sen. Pete Harckham, chair of the Environmental Conservation Committee. \u2014 Marie J. French<\/p>\n<p>ADAMS ON UPCOMING ANTISEMITISM HEARING: Adams today touted his schools chief\u2019s work to combat hate in schools ahead of an upcoming congressional hearing on antisemitism.<\/p>\n<p>The House Committee on Education and the Workforce invited schools Chancellor David Banks to testify before the committee next month as school districts face heightened scrutiny over their handling of the impacts of the Israel-Hamas war.<\/p>\n<p>\u201cWhat the chancellor must do in a school system with so many diverse opinions and views \u2014 not only from students but even educators \u2014 we have to find the proper balance to make sure we continue to use these moments as teachable moments without any antisemitism, islamophobia, anti any other group,\u201d Adams told reporters during a media Q&amp;A at City Hall.<\/p>\n<p>\u201cThat is what the chancellor has done, and he\u2019s gonna continue to do and he\u2019s going to share that in Washington, D.C. He\u2019s going to share how this city needs to be a model for the entire country,\u201d he added.<\/p>\n<p>As to whether he\u2019s comfortable with the work the city Department of Education has done so far, the mayor said: \u201cWe could always learn more, do more, have more input. I want us to do more breaking breads, building bonds.\u201d<\/p>\n<p>Banks unveiled a plan earlier this year to tackle hate in schools, including antisemitism and Islamophobia. He also launched an interfaith advisory council last month to discuss his priorities and offer input and ideas for engagement with faith-based communities. \u2014 Madina Tour\u00e9<\/p>\n<p>\u2014 Columbia University\u2019s president, who will testify before Congress, said in a new op-ed she wants to protect students while maintaining \u201croom for robust disagreement and debate.\u201d (<a href=\"https:\/\/www.wsj.com\/us-news\/education\/columbia-university-president-what-i-plan-to-tell-congress-tomorrow-5f157620?mod=Searchresults_pos2&amp;page=1\" target=\"_blank\" rel=\"noopener\">The Wall Street Journal<\/a>)<\/p>\n<p>\u2014 New York City could save billions on migrant costs if it expands access to housing vouchers, a new report found.
