Janet Cruz<\/a> (D-Tampa), a critic of the bill. &#8220;Rip Transgender bill.&#8221;<\/p>\n<p>The issue was magnified last week when <a href=\"https:\/\/subscriber.politicopro.com\/article\/2021\/04\/12\/ncaa-hints-championships-at-stake-with-florida-considering-transgender-sports-ban-1373759\">the NCAA put states like Florida on notice<\/a> just before the Florida House voted for the measure, warning that locations that don\u2019t treat all student athletes with \u201cdignity and respect\u201d could be ineligible to host future championship games.<\/p>\n<p>A top Senate panel on Tuesday put off considering the ban, a move that signals the upper chamber is reluctant to move forward with the bill. The proposal\u2019s sponsor, powerful Senate budget chief Kelli Stargel, said her attention will be on finishing the state budget with less than two weeks left in session.<\/p>\n<p>\u201cRight now, my primary focus as Appropriations Chair is our constitutional responsibility to pass a balanced budget,\u201d Stargel, a Lakeland Republican, said in statement to POLITICO. \u201cAnd in a time-limited environment, I don\u2019t know that we will have sufficient time to revisit SB 2012 this session.\u201d<\/p>\n<p>The Florida House approved <a href=\"https:\/\/subscriber.politicopro.com\/article\/2021\/04\/14\/florida-house-passes-contentious-transgender-sports-ban-1374605\">its transgender sports bill<\/a>, dubbed the Fairness in Women&#8217;s Sports Act, on April 14 by a 77-40 mostly party-line vote, with all but one Democrat opposing.<\/p>\n<p>Florida\u2019s GOP lawmakers contend the bill is needed to protect the sanctity of women\u2019s sports, following the path of more than <a href=\"https:\/\/subscriber.politicopro.com\/article\/2021\/03\/05\/gop-transgender-rights-women-sports-473746\">20 other GOP-leaning states<\/a> that are using the issue to limit transgender rights. The measure has been a priority for the GOP-led House, which this legislative session has pushed several bills that thrust lawmakers into the nation\u2019s culture wars, including measures aimed at cracking down on social media companies and anti-riot legislation.<\/p>\n<p>Opponents of the transgender ban argue it would only \u201clegalize bullying\u201d for transgender students.<\/p>\n<p>State Sen. Shevrin Jones (D-Miami Gardens) said he hoped the Senate bill, <a href=\"https:\/\/legislation.politicopro.com\/bill\/FL_21R_SB_2012\">FL SB2012 (21R)<\/a>, would die in its committee Tuesday \u2014 the last scheduled meeting of 2021.<\/p>\n<p>\u201cThe Florida Legislature has done enough bad policies for one session, and the last thing we need is more divisive rhetoric that will do nothing but keep all of us in our little corners, while the people of Florida look at the Legislature in disgust,\u201d Jones, an openly gay lawmaker and outspoken LGBTQ advocate, said in a statement to POLITICO.<\/p>\n<p>House leaders rebuked the NCAA\u2019s criticism of transgender sports bans, with House Speaker Chris Sprowls (R-Palm Harbor) telling reporters last week that \u201cwe couldn\u2019t care less\u201d after the House approved the ban.<\/p>\n<p>\u201cI think that this is now a movement that you\u2019re seeing in corporate America that, whether it\u2019s the NCAA today or it might be someone tomorrow, that we\u2019re going to use our corporate largess to bully the state,\u201d he said.<\/p>\n<p>The Senate\u2019s transgender proposal broke from the House version by allowing athletes who declare as female to participate in sports if their testosterone levels are below a certain mark, although Stargel filed an amendment that would have brought the bills closer in line.
